Early Learning and Child Care Building Fund

Manitoba’s Action Plan under the Canada-Manitoba Canada-Wide Early Learning and Child Care Agreement provides capital funding for the development and expansion of child care centres to increase access to licensed child care for children aged 0 to 6. It articulates Manitoba’s plan to increase the number of spaces in child care centres in partnership with communities across the province. Provincial funding supports the expansion of school-age spaces.

The Early Learning and Child Care (ELCC) Building Fund provides capital grant funding to eligible community-based child care projects of up to 60 per cent of total eligible project costs for the creation of new child care spaces by way of new centre development or expansion of existing child care centres. Further information on the ELCC Building Fund, including eligibility criteria, can be found in the Early Learning and Child Care Building Fund Proposal Guide for Community based Child Care Projects (PDF). The guide includes the following documents:

  1. ELCC Capital Building Fund Proposal template (DOCX)
  2. Appendix A – Capital Costs and Finances (XLSM)
  3. Appendix B – Operating Budget Form (XLSX)
  4. Appendix C - Child Care Centre Design Guidelines (PDF)

Applicants are required to submit a Capital Building Fund Proposal and supporting documents, including any other information that may help with the assessment of their project, electronically to the ELCC Program at CCGF@gov.mb.ca. Applicants are advised to read the guide carefully to ensure they submit all required information and avoid delays. Inquiries regarding submissions can be directed to CCGF@gov.mb.ca.

All application proposals for the ELCC Building Fund are reviewed as received and those that meet eligibility criteria may be considered for capital grant funding. Applicants will be contacted if additional information is required.
