Operator Improvements
Manitoba’s Safety Monitoring Framework uses progressive interventions to encourage carriers to improve the safety of their operations. Carriers demonstrating deficiencies in safe operations may be subject to operator improvement orders under s. 322.1(3) of the Highway Traffic Act, including the requirement to develop and submit a safety plan or an action plan focused on improving a specific area of deficiency. Carriers demonstrating unsafe operations may be subject to a variety of operator improvement orders including:
- Developing and submitting a safety plan
- Developing and submitting a corrective action plan
- Updating the department with an action plan progress report annually until performance scores improve
- Submitting to one or more audits by departmental auditors
- Retaining a third-party auditor Limitations on fleet size Safety rating adjustment
- Safety fitness certificate suspension or revocation
- Monetary penalty
Carriers are required to submit a safety plan when starting operations in Manitoba. In early intervention monitoring, a safety plan, corrective action plan and action plan progress report submission may also be required. While carriers can have very extensive safety plans, the following example safety plans, corrective action plan and action plan progress report are available to assist carriers in getting started:
- Safety plan – A safety plan is a comprehensive document that summarizes many of the regulatory responsibilities of an operator of regulated vehicles. It serves as a guide for a carrier to ensure compliance with safety and maintenance standards.

- Corrective action plan – A corrective action plan serves as a tool for operators of regulated vehicles to address and rectify safety deficiencies identified on their carrier profile. While a safety plan outlines general safety and maintenance related regulatory responsibilities, an action plan is a targeted response to issues, detailing the steps the operator will take to achieve compliance.
- Action plan progress report – An action plan progress report updates the department on the implementation of a previously submitted corrective action plan. This report documents carriers progress in implementing their action plan and resolving safety related issues and how new issues are being addressed, eventually leading to acceptable performance scores.
