Statutory Review of Planning Legislation
The Manitoba government has completed a public review of recent amendments to two important laws: The Planning Act and The City of Winnipeg Charter. These amendments are contained in legislation numbered Bill 37 (assented to May 20, 2021) and Bill 34 (assented to June 1, 2022).
As required, this review included consultation with the public to obtain their ideas and opinions. The government must table a report about what they learned and share it with the Legislative Assembly by October 29, 2025.
Overview
The review started in spring 2024. The Minister of Municipal and Northern Relations hired a company called Braid Solutions Inc. to do the work.
Braid Solutions looked closely at the changes to the laws. They talked to many people, including city leaders, builders, the Manitoba Municipal Board, the Winnipeg Metropolitan Region, and the public.
They finished their report in December 2024 and gave it to the Minister. The report explains how they did the review, what people said, and what they found. It also gives 19 big ideas for how the government can improve things.
Some of the ideas include:
· Making the laws work better and more clearly
· Improving regional planning and how planning decisions can be appealed
· Planning for future reviews
In Spring 2025, the department brought together a group of people from different organizations to look at the report and choose the most important ideas to focus on.
