Child and Family Services
The child and family services (CFS) system helps to ensure that families and communities provide for the safety and well-being of their children.

Child Protection
The Child and Family Services Branch supports a network of mandated agencies overseen by four Authorities to provide quality services that:
- protect and ensure the safety of children
- strengthen families to enable children to have nurturing caregivers that provide opportunities to establish life long relationships; and
- engage communities to resolve issues that affect the safety and well-being of children.
Services are provided to communities, families and children. Services include counselling; education; emergency assistance; practical support; treatment; and temporary care, including foster care or residential care, while issues are being resolved, and appropriate permanent care, including adoption, when reunification is no longer possible.
Foster Care
A child who is not able to live with their birth family needs and deserves a caring and supportive home.
Single persons or couples, with or without children, can apply to become foster families.
If you think you have the special qualities and time to become a foster family or want more information on fostering, contact The Kinship & Foster Family Network or your local child and family services provider. A worker will explain the foster program to you in detail and answer any specific questions you may have.
Strategic Initiatives
End of Birth Alert Practice
Since July 1, 2020, birth alerts are no longer issued in Manitoba. Birth alerts were used as a mechanism to notify hospitals and other child and family services (CFS) agencies of the need for further assessment before a newborn is discharged to the care of a parent who has been assessed as ‘high risk’. The new model is based on preventative and community-based supports for families.
Single-Envelope Funding: A new child and family services (CFS) funding model for Manitoba
The single-envelope child and family services funding model provides each CFS authority with child maintenance funding up front in a ‘single envelope’, rather than making payments based on a child or youth in care.
