Solid Waste Management Program

Welcome to the Solid Waste Management Program website.

The purpose of the program is to administer the Waste Management Facilities Regulation 37/2016, pursuant to The Environment Act. A team of Environment Officers and a Program Coordinator has been established for this purpose. There are regional team members to provide local coverage across Manitoba, and the Program Coordinator based centrally to ensure consistent program delivery.

Program responsibilities include:

  • Permitting and Licencing all solid waste management facilities, including:
    • landfills
    • transfer stations
    • composting facilities
    • material recovery facilities; and
    • remote seasonal waste facilities
  • Inspection and monitoring of all solid waste facilities
  • Investigation of complaints
  • Enforcement of the Waste Management Facilities Regulation


The Waste Management Facilities Regulation 37/2016 came into force on July 1, 2016. The Waste Management Facilities (WMF) Regulation can be found here.

Guidelines are documents that set out how the Department applies laws and regulations under their jurisdiction. The main purpose of Guidelines is to provide clarity in decision-making and fill in details sometimes missing from the strict nature of legal language in laws or regulations. Guidelines that are referenced in a permit or licence can be enforceable. All current and approved guidelines can be found here.

Accredited Laboratories

All sampling must be analyzed at an accredited laboratory for the specific parameters indicated in the operating permit. Contact the accredited laboratory of your choice to discuss your parameters and have sample bottles shipped ahead of time to ensure samples are obtained in a timely manner.

Landfill Operator Training Courses

Effective July 1, 2019, all Landfills will require to have a certified operator.

All applications must be RECEIVED ON or BEFORE the deadline date to be considered. Deadline dates are 30 days IN ADVANCE to the course or exam sitting.
