Manitoba Enhanced Pharmacare Program
Effective April 15, 2025, the Manitoba Enhanced Pharmacare Program (MEPP) provides eligible Manitoba residents with no cost coverage of most medications for:
- Birth control
- Diabetes
- HIV prevention and treatment
- Hormone Replacement Therapy
Federal funding for National Pharmacare has been provided to Manitoba in support of no cost coverage of diabetes and birth control medications.

Eligibility
To get free coverage of eligible medications under MEPP, you need to:
- have an active Manitoba Health card and
- not be eligible for 100 per cent coverage through federal or other provincial drug programs
How it works
1. The prescription
Get a prescription for an eligible MEPP product from your health care provider. MEPP covers most medications for:
- Birth control
- Diabetes
- HIV prevention and treatment
- Hormone Replacement Therapy
If you have been prescribed a medication that is an Exception Drug Status (EDS) benefit under MEPP, your prescriber needs to submit an application for prior approval from the department before your medication will be covered.
If you already have EDS approval for your medication, this approval has automatically been provided under MEPP.
2. Present your prescription at a pharmacy
Present the prescription for an eligible MEPP product and your Manitoba Health card at a pharmacy.
- The pharmacist will ask if you have 100 per cent coverage through federal or other provincial drug programs. If so, payment for your prescription will be processed through the other drug program rather than MEPP.
- The pharmacist will dispense your prescription. MEPP will cover the cost of the medication (up to the lowest cost interchangeable product) and a fee for dispensing the prescription.

- Hormone Replacement Therapy
If you've been prescribed an eligible brand name medication where generic versions are available, MEPP will cover the cost of the medication up to the price of the lowest cost interchangeable product.
