Developing Manitoba’s Homelessness Strategy


Homelessness is a multi-faceted problem that requires a coordinated, strategic response with a continuum of housing options and support services. We know that more Manitobans are experiencing homelessness and precarious housing than ever before.

In the Speech from the Throne 2021, the provincial government committed to introducing a homelessness strategy in 2022 that emphasizes a whole-of-government-approach.

Starting in January 2022, Manitoba Families led engagement sessions with communities across Manitoba including non-profit agencies and service providers, municipalities, Indigenous leaders, people with lived experience and the private sector. Feedback from these sessions informed the strategy’s approach, priorities and actions to develop and implement a provincial strategy to end homelessness in Manitoba.

We understand that local knowledge, especially in marginalized communities, is vital to developing an effective provincial strategy. We have much work ahead to address homelessness from immediate needs to prevention. We look forward to embarking on this journey together to develop a whole of government approach that modernizes our emergency response, provides person-centered service delivery and builds capacity in rural and northern Manitoba.
