AgriRecovery - Transportation Assistance

The Transportation Component of the 2014 Canada-Manitoba Forage Shortfall and Transportation Assistance Initiative helps livestock producers who are experiencing unusually high transportation costs to feed and maintain their breeding herds, due to forage shortfalls caused by excess moisture.


Eligible participants must be 18 years of age or older at the time of application. They may apply as individuals; partnerships; corporations; cooperatives; communes; or First Nations. To qualify, they must also:
  • own or lease forage acres in 2014
  • own or lease eligible animals from the date of application to March 31, 2015 (inclusive) 
  • be responsible for feed transportation expenses
  • be liable to pay income tax under the Income Tax Act (Canada), unless specifically exempted from filing
  • be a permanent resident of Canada
  • have a valid MAFRD Premises ID number, or be in the process of getting one

NOTE:  Research stations and government-funded departments, agencies or institutions are not eligible for this program.


Producers experiencing high transportation costs to feed and maintain their breeding herds due to forage shortfalls caused by excess moisture:
  • May claim costs for ‘eligible’ feed, transported between August 1, 2014 and March 31, 2015, for a minimum distance of 25 kilometres.
  • May claim transportation costs associated with moving their breeding herds from their normal winter feeding sites– to new feeding locations as a result of a forage shortfall.
  • Livestock must remain in the new location for at least 30 days.

Eligible transportation assistance is limited to the follow rates:

    • $.16/tonne/loaded kilometre – for hay, straw and green feed
    • $.11/tonne/loaded kilometre – for silage
    • $.08/tonne/loaded kilometre – for concentrated feeds
    • $.08/head/loaded kilometre – for cows, bulls, bison, elk and horses
    • $.05/head/loaded kilometre – for calves
    • $.03/head/loaded kilometre – for sheep, goats, llamas and alpaca
    • Or, the actual amount invoiced per unit/loaded kilometre, whichever is less.

Transportation costs covered by the program include only:

  • those that are higher than normal transportation costs, based on normal management practices and yields
  • those incurred as a result of forage production loss, caused by excess moisture in 2014. 

All claimants under the program must provide valid receipts for transportation, confirming the distance transported and/or the location, and the tonnage of feed purchased.

NOTE: Payments will be considered “allowable income” for AgriStability, in the program year only. Payments will not be considered allowable revenue under AgriInvest.


Producers should contact their MAFRD GO Offices for help in filling out the application, and the completion of feed shortfall calculation.

All applications must be accompanied by receipts or relevant documents supporting the claim of transportation costs incurred. It must also be signed by an authorized MAFRD representative, confirming the application is complete and meets the program eligibility requirements.

MAFRD must receive all completed and signed applications by March 31, 2015. 

If submitted by mail, the postmark must be no later than March 31, 2015.
