Growing Actions


This program helps agricultural organizations implement strategic market development initiatives or activities to expand the agriculture, agrifood and agriproduct industry. Projects may cover:

  • developing marketing strategies
  • developing tools to expand the agricultural sector
  • setting up partnerships
  • skills training to support the project


Eligible applicants include:

  • Agricultural, agrifood and agriproduct organizations

Organizations must:

  • have been operating a minimum of one year to be eligible for this funding
  • have completed an organization assessment with Manitoba Agriculture representative
  • have an AccessManitoba identification number. Contact your Manitoba Agriculture GO Office for more details.


Applicants may apply to fund more than one project over the duration of the program. The program does not have maximum funding limits. Projects will be funded on a 75:25 cost share basis, with the government contributing 75%.  Applicants can put in either cash or an in-kind contribution (with a minimum of 50% of it in cash).

Eligible expenses include:

  • incremental costs to rent or lease facilities, equipment or machinery
  • cost of special equipment
  • incremental costs for project labour
  • professional/technical consulting fees
  • cost of speakers/presenters (specific per diem fees, accommodation and travel costs, actual program disbursements)
  • cost of goods and all project shipping or transportation
  • production of materials for all aspects of the project
  • material/supplies for producers' manuals
  • travel/accommodation costs (not to exceed provincial guidelines)
  • financial audit and performance reports required by the program administrator
  • staff training
  • system audit/certification costs
  • laboratory and sampling costs for the project

Organizations that have completed a strategic plan through the Growing Visions program may be eligible for funds to implement strategies identified in the plan.


  1. Contact your local Manitoba Agriculture GO Office to be assigned a MAFRD representative who will conduct an organization assessment and will assist you with your application. 
  2. Review the program Terms and Conditions (provided below) in advance of completing your application form. Download the application form provided below. Complete in full and attach all required information and documents.
  3. Submit your application and supporting documents to your local Manitoba Agriculture GO Office or:

Please ensure that you also save a copy to your hard drive. Please attach all required documents at this time and hit send. Please indicate your name, contact information and business/organization information that you are applying for in the body of the email.  Only electronic application forms will be accepted. 
  4. When your application is received, Manitoba Agriculture will assess your application. The assessment must be completed and you must receive a letter of approval before you start your project.
  5. If your application is approved, you will be sent an approval letter and the funding agreement. Funds for your project will be paid out, according to the formal funding agreement. For help with the funding requirements, please contact a Manitoba Agriculture representative.
  6. Once you have received an approval letter, you may begin work and complete your project.
  7. Only costs paid out after the date on your approval letter will be reimbursed.
  8. As soon as a project deadline is complete, you can submit a claim and itemized receipts. The request for payments must be received on or before the claim deadlines indicated in your approval letter.
  9. When all information for payment is received, payment will be sent to you.
  10. An audit inspection of final work may occur before or after payment is received.

    Note: Your project must be approved in writing, by Manitoba Agriculture before you start any work on it. Applications for projects that were started before you received a project approval letter will not be accepted.

    Project proposals will be assessed according to the following criteria:

    • added value for the sector
    • reflects program priorities as laid out in Terms and Conditions
    • scope is far reaching and has ability to impact industry sector
    • project links (strategic initiative) with their strategic plan
    • organizational sustainability
